The “Independent State” as a Thought Experiment and the Conditions of Survival for New States : Secession Narratives by Inoue Hisashi, Ko Jong-sok, and Ahn Junghyo

Abstract

This study compares the institutional constraints that imagined new states face while seeking to survive in three secession narratives: Inoue Hisashi's Kirikirijin (1981), Ko Jong-sok's “We Don't Say It That Way in Our Town!” (2008), and Ahn Junghyo's The Solsom Chronicles (2012). The three works differ in form and temporal scope but share a starting point: a region breaks away from an existing state and founds a country of its own. This study calls such works secession narratives. The comparison focuses on three institutional domains: external recognition and territorial defense, economic resource mobilization and allocation, and official-language policy. The Kirikiri Republic prevails in debates over international law but disappears after forty-one hours. The Hwangsong Republic obtains U.S. recognition despite uncertain title to its territory but ultimately sinks beneath the sea. The Jeju Republic secures both recognition and governing capacity, becomes a global financial hub and survives for more than two decades. These outcomes do not follow directly from institutional differences. Yet all three states remain tied to external economic networks, and their post-independence institutions place particular groups at a new disadvantage. This study conceptualizes this process as the reproduction of exclusion. The three authors portray U.S. involvement differently, but none imagines independence outside the U.S.-led geopolitical and economic order. Within that order, the most troubling outcome is not catastrophe but survival.
